Towards A Better Tax System

The UK tax system is complex, anomalous, ever changing and out of democratic control. To help overcome these, the Faculty proposes ten tenets that should underpin a tax system. A tax system should be statutory, certain, simple, easy to calculate and collect, targeted, constant, subject to consultation, regularly reviewed, fair and reasonable, and competitive. Whilst the tenets seem self evident, their application raises issues that require debate, and comments are invited.
